主人公こと「山科凜（やましなりん）」は、女形として活躍する歌舞伎俳優。
そんな彼は、とある舞台で大きな挫折を味わってしまう。

しかし、偶然出会った金髪の少女の言葉に希望を見出すと、己を磨いていつか舞台に返り咲くため、
自身のご贔屓が学長を務める女学校に「藤波凜（ふじなみりん）」と名を改め編入する。

女学校で待ち受けていたのは、初めて触れる華やかな世界。
由緒正しき名家のご令嬢たちと、西洋からの留学生たちだった。

凜は学長のはからいにより、女学生たちの代表である五人の乙女、『英華会』の一員として迎えられる。
さらに、同じ英華会のご令嬢たちと一つ屋根の下で暮らすことに。
そこには自分を救ってくれた金髪の少女、クリス の姿もあった。

やがて何も知らない凜に、英華会の為すべきことが明かされる。
女学校は今まさに、日本と西洋の争いの渦中にあった。
それを治めるために、ただ一人の頂点たる乙女、『撫子の君』を決める選挙がもうすぐ行われる。
その投票の対象は、凜たち英華会の五人なのだった。
